NORML supports permitting adults to possess and to cultivate personal use amounts of marijuana in private. We further support the eventual creation of a legally controlled market for marijuana, where consumers can buy marijuana for personal use from a safe legal source. This policy, generally known as legalization, exists on various levels in a handful of European countries like The Netherlands and Switzerland, and has been adopted (either in part or in full) in a number of US jurisdictions: Colorado (2012), Washington (2012), Alaska (2014), Oregon (2014), Washington, DC (2014), California (2016), Maine (2016), Massachusetts (2016), Nevada (2016), and Vermont (2018). (At present, Washington state does not permit personal home cultivation, and Vermont and the District of Columbia do not permit retail sales. Vermont's law takes effect on July 1, 2018.)
NORML continues to lobby Congress to amend federal law to permit states to experiment with different models of marijuana legalization without interference from the federal government.
